Understand this employment category

Severe economic hardship employment is a discretionary off-campus category for an eligible F-1 student whose financial circumstances changed unexpectedly after enrolment.

The job does not have to relate to the major, but the authorisation is not automatic and does not replace the duty to study.

Complete one full academic year first

USCIS requires one full academic year in F-1 status before this category is available. Ask the DSO to calculate eligibility from the SEVIS and enrolment history.

Time at another school, a status interruption or an unusual calendar may require closer review.

Remain in good academic standing

The DSO must determine that the student is in good standing. Keep transcripts, current registration and evidence of satisfactory progress.

Employment cannot be used to excuse academic neglect or repeated unauthorised course reductions.

Carry a full course of study

Form I-765 instructions require the student to carry a full course and show that accepting employment will not interfere with study.

Build a realistic schedule for classes, study, transport and proposed work hours.

Show the hardship was unforeseen

The financial event must be severe and caused by circumstances beyond the student’s control that were not reasonably expected when the original funding plan was presented.

Explain what changed, when it changed, why it was unexpected and how it created the current shortfall.

Document loss of financial aid or campus work

Loss of a scholarship, assistantship or on-campus job through no fault of the student can support a request. Obtain the official award change or employment termination record.

Explain efforts to replace the support and why available campus work does not meet the need.

Document currency or exchange-rate shock

A substantial unexpected fluctuation in the value of the currency used for support can be relevant. Provide dated official exchange-rate records and a comparison with the original budget.

A routine change or a general claim that the Nepali rupee is weak may not prove a severe unforeseen event.

Document tuition or living-cost increases

Inordinate, unexpected tuition or living-cost increases can support hardship. Use official billing, housing and insurance records that show the change.

Separate essential costs from optional spending and explain why reasonable savings do not close the gap.

Document sponsor financial changes

Unexpected illness, job loss, business failure or another major change affecting the genuine sponsor can be relevant. Provide credible records connecting the event to the student’s support.

Do not create a sponsor loss after funds were never genuinely available.

Document medical bills or major expenses

Unexpectedly large medical bills not covered by insurance or other substantial unexpected expenses may support the request.

Use invoices, insurance statements and payment records while protecting unnecessary private details.

Show on-campus work is unavailable or insufficient

USCIS requires evidence that on-campus employment is unavailable or not enough for the need. Keep applications, campus job responses, current hours and pay records.

A preference for an off-campus role or higher wage is not the same as lack of a sufficient campus option.

Build a before-and-after budget

Compare the original funding plan with current tuition, essential living costs, remaining support and the unexpected loss. Use consistent monthly and annual figures.

The numbers should match bank statements, bills, sponsor evidence and the Form I-20.

Ask the DSO for recommendation

If the DSO finds the request appropriate, the DSO recommends off-campus employment in SEVIS and issues an endorsed Form I-20.

Review the category and recommendation date. The DSO does not issue the EAD and cannot authorise an early work start.

File the current Form I-765

File Form I-765 under the correct severe-economic-hardship category with the current fee, photos and evidence required by USCIS.

ICE guidance instructs filing within 30 days of the DSO endorsement. Keep the complete package and proof of timely submission.

Wait for the EAD and start date

A receipt notice or pending case does not authorise employment. Begin only after USCIS approval, possession of the EAD and arrival of its valid start date.

Check the name, category and dates on the card and follow Form I-9 requirements with the employer.

Follow term-time work limits

Ordinary severe-economic-hardship authorisation is part-time while school is in session, generally 20 hours per week or fewer. Full-time work can be allowed during authorised breaks when the student remains eligible.

Track hours across all jobs and never exceed the EAD or status rules.

Know the authorisation period

USCIS may grant the EAD in intervals of up to one year and not beyond the expected program completion date. The printed EAD controls the actual dates.

Apply for renewal early enough under current rules if hardship continues, while maintaining status and good standing.

Report changes in need and school

USCIS guidance says authorisation can end when the student transfers schools or the need for employment ceases. A new program at the same school may be treated differently if status is maintained.

Tell the DSO before a transfer, completion, change of level or material financial improvement.

Distinguish hardship work from Special Student Relief

Special Student Relief is based on a DHS Federal Register notice for specified countries or regions and can modify course-load or employment rules for eligible students.

It is separate from an individual severe-economic-hardship application. Do not claim SSR unless a current notice covers the student and every condition is met.

Use lawful payroll and tax records

Give the employer the EAD and complete employment verification. Obtain a Social Security number when required and follow federal, state and local tax obligations.

Cash payment, contractor labels or remote work do not remove immigration work rules.
