Start with the state DMV
USAGov explains that requirements for a noncitizen differ by state. Find the official state motor-vehicle agency rather than relying on a private booking or document website.
Use the state checklist for the exact licence class, office, appointment, fee, form and accepted evidence.
Separate temporary driving from state licensing
A foreign licence or International Driving Permit may be accepted for a limited situation in some states, while other rules can apply after establishing residence. An IDP translates licence information and is not a replacement for the underlying licence.
USAGov advises checking every state in which the visitor plans to drive. Rental-company policy is separate from state legality.
Obtain any IDP before travel
The United States does not issue an IDP to a foreign visitor for use in the United States. When one is required, obtain it from the authorised process connected to the country that issued the licence before travel.
Avoid websites selling a supposed universal international licence with no connection to the issuing authority.
Check immigration record timing
After arrival, allow official systems to reflect the student’s admission before visiting the DMV when the school or state recommends a waiting period. Confirm the SEVIS record with the DSO if verification fails.

Track licence, registration, inspection and insurance dates. A credential tied to immigration evidence may have a different validity period from a classmate’s.
Update an address and handle a move to another state under both states’ current rules.
