USA SSN Guide for F1 Nepali Students

USA SSN Guide for F1 Nepali Students explains when an F-1 student with authorised employment can request a Social Security number, which passport, I-94, Form I-20, DSO, employer, CPT or EAD evidence the Social Security Administration may require, and how to protect the card after issue. An SSN records earnings and taxes; it does not create permission to work.

Information checked on 24 July 2026 using current Social Security Administration guidance. Document and appointment procedures can change, so confirm the live SSA instructions and ask the DSO before applying.

Understand what an SSN does

A Social Security number is a permanent federal identifier used to report wages and taxes and administer Social Security records. It is not a visa, immigration status or work permit.

An employer still needs the underlying F-1 work authorisation, such as qualifying on-campus employment, CPT or an EAD-based category.

Do not apply only for banking or credit

SSA generally issues SSNs to noncitizens who have Department of Homeland Security permission to work and meet the evidence requirements. Wanting a credit card, lease or driver’s licence alone is not an employment basis.

Ask the institution what alternative identification it accepts when an SSN is not legally available.

Secure authorised employment first

Most F-1 students apply after obtaining an eligible job or employment authorisation. The correct evidence differs for on-campus work, CPT and employment based on an EAD.

Do not create a fake job letter to obtain a number. SSA can verify documents with DHS and the school.

Report to the school before applying

SSA’s international-student publication suggests waiting at least 48 hours after the student reports to the school so immigration information can become available for verification.

Ask the DSO to confirm that the SEVIS record is Active and that name, birth date and passport details are accurate.

Prepare the identity and status documents

Carry the unexpired foreign passport, current Form I-94 when available and current Form I-20. SSA normally needs original documents or documents from the issuing agency, not ordinary photocopies.

Check that the legal name is consistent. Transliteration, spacing or surname differences can delay verification.

Use the on-campus employer letter

For general on-campus employment, SSA requires evidence of the job. The employer letter should identify the job, hours, supervisor name and telephone number and be signed and dated.

A recent pay slip can serve as employment-status evidence in the circumstances described by SSA, but most new hires use the original employer letter.

Obtain the DSO letter for a campus job

The DSO letter should identify the student, confirm current school status and identify the employer and type of work. SSA guidance permits a combined employer letter when it contains the required DSO information and the DSO signs off appropriately.

Use the international office’s current template because missing details can require another visit.

Use the CPT Form I-20

For CPT, present the current Form I-20 showing DSO-authorised curricular practical training, along with the passport and I-94 evidence requested by SSA.

Check the employer and employment start and end dates. An internship offer without CPT notation does not prove work authorisation.

Use the EAD for OPT or hardship work

An F-1 student with an Employment Authorization Document presents the unexpired EAD as evidence of DHS work permission, together with the identity and status documents SSA requires.

Wait for the EAD start date before employment. The SSN application does not move that date earlier.

Start the SSA application correctly

Use the official SSA first-time number-card process. Current guidance may allow the student to start online and then bring documents to a Social Security office or Card Center within the stated period.

Use only a government website ending in .gov and do not pay an unofficial seller for an application that SSA provides without a card fee.

Choose the correct SSA office

Follow the office locator and any appointment instructions. Some areas use dedicated Card Centers rather than a general field office.

Check hours and document rules before travel, especially during holidays or emergency closures.

Keep every legal name consistent

Use the name exactly as supported by immigration documents. If the school’s payroll record uses a nickname or reversed surname, ask for correction before the application.

A later legal name change requires separate evidence and an SSA card update.

Understand immigration verification

SSA verifies immigration status through government systems. A recent entry, new CPT record or newly issued EAD can require additional verification time.

Keep the application receipt and respond only through official SSA channels if more evidence is requested.

Ask the employer about a pending number

An SSN is not the source of work authorisation. An employer may have procedures for an employee whose authorised work has started while the SSN application is pending.

Give the employer the application receipt and follow payroll and Form I-9 guidance. Never invent a number.

Review the card after delivery

Check the spelling and number immediately. Many noncitizen cards include a restriction noting validity for work only with DHS authorisation.

That wording is normal for many F-1 students and does not replace the underlying employment document.

Keep one SSN for life

An assigned SSN normally remains the person’s number for life. Do not apply for a new number after changing schools, employers, visas or immigration status.

Use the existing number on future tax and employment records even if the physical card is replaced.

Protect the number from identity theft

Store the card securely and avoid carrying it daily. Share the SSN only when a legitimate organisation has a lawful need and secure handling process.

Do not send a card image through casual messaging or enter it on an unsolicited job, rental or scholarship form.

Replace a lost card carefully

Use SSA’s official replacement process with current identity and immigration evidence. A lost card does not change the number.

If fraud is suspected, review the official identity-theft and credit-reporting steps rather than buying private protection from an unsolicited caller.

Use the SSN for tax reporting

Provide the correct SSN to a lawful employer and use it on the applicable federal and state tax forms. Keep Forms W-2, 1042-S and other income records.

Tax residency and return type are separate from immigration status, so use IRS international-student guidance.

Distinguish an SSN from an ITIN

An ITIN is an IRS tax-processing number for a person with a federal tax reason who is not eligible for an SSN. It does not authorise employment.

Do not apply for an ITIN when eligible for an SSN. If an SSN is later assigned after prior ITIN use, follow IRS instructions to use the SSN.

SSN warning signs

  • No authorised job or employment category exists
  • A campus letter omits employer, job, hours or signature details
  • CPT is offered but not printed on the Form I-20
  • The EAD start date has not arrived
  • Names differ across passport, I-94 and school payroll
  • An agent charges a fee for a guaranteed SSN
  • The card image is shared through insecure messages

What letters are needed for an on-campus job?

SSA requires DSO confirmation and evidence from the employer containing the specified job and supervisor details.

Can CPT be used as SSN evidence?

Yes. Present the current Form I-20 with the authorised CPT notation and the other required identity and status documents.

Do I need a new SSN after changing schools?
